# SANS 241 vs SANS 10299 — What South African Facility Managers Keep Mixing Up

"We are SANS 241 compliant." This statement, which appears with increasing frequency in facilities management reports and compliance files across South Africa, often contains a significant gap that neither the person making it nor the person receiving it has identified.

SANS 241 compliance means the water meets South Africa's national standard for drinking water quality. It says nothing about whether the borehole that produces the water was correctly sited, constructed, cased, or yield-tested. That is a different standard entirely, and the gap between the two is where compliance failures are quietly accumulating across the country's commercial and industrial borehole market.

## What SANS 241 Actually Covers

SANS 241 is South Africa's national standard for drinking water quality, published by the South African Bureau of Standards and aligned with the World Health Organisation's guidelines for safe drinking water. It sets legally defined limits for a comprehensive list of physical, chemical, and microbiological parameters.

SANS 241 is a quality standard for the water product. It does not address how the water was extracted, what the borehole was constructed from, how deep it was drilled, or whether the siting assessment was conducted correctly. A borehole that was drilled in the wrong location, constructed with inadequate casing, or never yield-tested can still produce water that meets SANS 241, temporarily.

iWater Management's [SANS 241 water testing](/services/monitoring-compliance) service covers the full parameter set required for certified compliance, microbiological, chemical, and physical, with results from SANAS-accredited laboratories and full compliance reporting.

The [South African Bureau of Standards](https://www.sabs.co.za) maintains the official SANS 241 documentation and publishes the current edition of the standard.

## What SANS 10299 Actually Covers

SANS 10299 is the South African standard for the development of groundwater resources. It covers the siting, design, construction, and testing of boreholes, the engineering process that determines whether a borehole is correctly built and will perform reliably over its service life. SANS 10299 addresses:

• Hydrogeological site assessment requirements before drilling commences

• Borehole siting criteria, distance from potential contamination sources, geological considerations

• Drilling methodology and casing specifications, the materials and depths required to protect the borehole from surface contamination

• Sanitary sealing requirements, the surface seal that prevents contaminated surface water from entering the borehole

• Yield testing methodology, how the sustainable extraction rate must be determined

• Borehole completion and development requirements, the steps required before a borehole is ready for use

A borehole that was drilled without a prior hydrogeological site assessment, cased to insufficient depth, or never yield-tested is not SANS 10299 compliant, regardless of what the SANS 241 test results say about the water it produces.

## Why the Gap Matters for Johannesburg Facilities

The combination of these two standards addresses a complete compliance picture for borehole water users. SANS 10299 ensures the borehole was built correctly. SANS 241 ensures the water it produces is safe. Either standard without the other leaves a gap.

In practice, the gap most commonly appears in one of three scenarios:

## Legacy Boreholes Installed Before Current Standards

Many [Johannesburg](/locations/johannesburg) commercial and industrial properties have boreholes that were installed before the current editions of SANS 10299 were in force, or were installed by contractors who did not follow the standard. These boreholes may be producing water that currently meets SANS 241 while being structurally non-compliant at the installation level.

A borehole audit, reviewing the original drilling log, casing depth, sanitary seal, and yield test records against current SANS 10299 requirements, identifies whether the installation is compliant and what remediation, if any, is required.

## New Installations by Non-Compliant Contractors

Not all borehole contractors operate to SANS 10299 standards. A borehole drilled without a prior hydrogeological assessment, with insufficient casing, or without a proper sanitary seal may produce acceptable water initially while carrying structural vulnerability to contamination, particularly during high rainfall events when surface water infiltration risk increases.

iWater Management's [borehole drilling](/services/borehole-drilling) service follows SANS 10299 requirements throughout, from hydrogeological site assessment through drilling, casing, sealing, and yield testing, with full documentation provided at handover.

## Compliance Reviews That Only Check SANS 241

Some facilities receive annual SANS 241 test results, file them as evidence of compliance, and consider the matter closed. Without a corresponding review of the borehole installation against SANS 10299, and without [water monitoring and compliance](/services/monitoring-compliance) systems that track quality between annual tests, the compliance file has a significant gap that an informed auditor or regulator will identify.

## Conducting a Full Compliance Review

A complete compliance review for a Johannesburg borehole installation covers both standards:

• SANS 10299 review, assessment of the original drilling documentation, casing specification, sanitary seal, yield test records, and siting relative to current contamination risk factors

• SANS 241 testing, current water quality analysis through an accredited laboratory, covering all relevant parameters

• Gap identification, documentation of any compliance gaps under either standard, with recommended remediation

• Ongoing monitoring, installation of water quality and system performance monitoring to maintain compliance visibility between testing intervals

iWater Management conducts full compliance reviews for existing borehole installations across Johannesburg and [Gauteng](/locations/gauteng), providing a compliance assessment report that can be presented to regulators, insurers, or property due diligence teams.

Ongoing compliance is supported through [custom maintenance plans](/blog/custom-maintenance-plans-johannesburg) covering scheduled SANS 241 testing, treatment system servicing, and pump performance monitoring at the appropriate frequency for each facility's risk profile.

The [Department of Water and Sanitation](https://www.dws.gov.za) regulates groundwater use in South Africa and provides guidance on the Water Use Licence requirements that apply to commercial borehole operations.

The South African National Accreditation System [(SANAS)](https://www.sanas.co.za) maintains the register of accredited water testing laboratories, an important verification step when selecting a testing provider for SANS 241 compliance purposes.

The [Water Research Commission of South Africa](https://www.wrc.org.za) publishes technical research on borehole construction standards and groundwater quality management, providing useful background for facilities conducting SANS 10299 compliance reviews.

## Frequently Asked Questions

## If my SANS 241 test results are clean, do I need to worry about SANS 10299?

Yes. SANS 241 confirms current water quality, not borehole construction compliance. A borehole that fails SANS 10299 requirements, through inadequate casing, poor siting, or absence of a sanitary seal, carries a structural contamination risk that will not show up in SANS 241 results until contamination has already occurred.

## How do I find out if my existing borehole meets SANS 10299?

iWater Management conducts borehole compliance reviews that assess the installation against SANS 10299 requirements, reviewing available drilling documentation and conducting a physical inspection of the surface seal, casing, and surrounding environment. Contact the team for a compliance review assessment.

## Is SANS 10299 compliance a legal requirement for commercial boreholes?

SANS 10299 is referenced in the National Water Act's framework for groundwater use and is increasingly referenced in Water Use Licence conditions and municipal borehole registration requirements. Its status as a formal legal requirement varies by application, but non-compliance represents a structural risk that most commercial insurers and property due diligence processes now flag.

## Can a SANS 10299 non-compliant borehole be remediated?

In many cases, yes. Common remediation measures include deepening or replacing the sanitary seal, installing additional casing, and updating documentation to reflect current yield testing results. The appropriate remediation depends on the specific gap identified during the compliance review.

## Does iWater Management handle both SANS 241 testing and SANS 10299 compliance reviews?

Yes. iWater Management provides both SANS 241 water quality testing through SANAS-accredited laboratories and SANS 10299 borehole compliance reviews for existing installations across Johannesburg and South Africa.
